Source: the available residential units (apartments, studios, penthouses, villas, duplexes and townhouses) of the published projects in our database on 6 November 2026 whose stage is recorded as off plan or under construction. The stage is recorded for 62% of all available homes; the rest are left out of these counts. Delivery years are recorded for 913 of the 1,876 homes. Asking prices on new-build and off-plan units; no completed sales are included.

Off plan means you buy a home before it is finished, on approved plans, and pay in instalments while it is built. On 6 November 2026 the projects listed on this site have 1,876 homes that are off plan or under construction, in 164 projects, from €135,000, with a median price of €490,000.

We are paid by the developer, so you pay us no agency fee. You still pay VAT, a lawyer and small registry charges, and in Cyprus nothing protects your instalments unless the contract does, which is why this page spends time on the contract.

Off-plan property in Cyprus by area

Counts are homes whose stage is recorded as off plan or under construction, with the starting price and the median asking price, before VAT.

  • Paphos district: 334 off-plan homes in 28 projects (from €170,000, median €590,000) and 296 under construction in 25 projects (from €220,000, median €540,000). Projects range from city apartments to villas. See off-plan properties in Paphos.
  • Limassol: 323 off-plan homes in 23 projects (from €187,000, median €462,000) and 384 under construction in 33 projects (from €180,000, median €610,000). The dearest market per m². See off-plan properties in Limassol.
  • Larnaca: 183 off-plan homes in 11 projects (from €135,000, median €260,000) and 111 under construction in 17 projects (from €184,000, median €345,000). The lowest entry prices. See off-plan properties in Larnaca.
  • Famagusta district (Ayia Napa, Protaras): 60 off-plan homes in 7 projects (from €285,000, median €624,000) and 34 under construction in 4 projects.
  • Nicosia: very little new-build stock, 10 homes under construction in 2 projects at the time of writing.

When off-plan homes in Cyprus are delivered

Of the 913 unfinished homes with a delivery date recorded, 18 are due in 2026, 161 in 2027, 278 in 2028, 364 in 2029 and 92 in 2030. The other 963 have no date recorded, so ask for it. Put the delivery date in the contract with a stated remedy for delay, and tie each instalment to a construction milestone rather than a calendar date.

Off plan, under construction and ready: what changes

The difference is risk and price. An off-plan buyer funds the build and carries the completion risk; our guide to deposit protection puts the typical discount against a finished equivalent at 10 to 20%. A buyer of a home under construction can see the building but still pays in stages. A ready home costs more and pays in full at handover. How the new-build and resale routes compare is in new-build or resale in Cyprus.

How off-plan instalments are structured in Cyprus

Our guide describes the market-standard structure as roughly 20 to 30% on signing the contract, 40 to 50% in stage payments during construction and 20 to 30% on completion and handover. The largest single cheque is the last one, and a lender may not release a mortgage until the building is finished, so ask your bank before you sign whether it will fund the stage payments. How much money you need to buy property in Cyprus works through a €300,000 schedule.

What protects your money on an off-plan purchase

  • No statutory guarantee. Cyprus does not require performance guarantees on off-plan purchases, so the safeguards have to be written into the contract.
  • The Land Registry deposit. Depositing the signed contract with the Department of Lands and Surveys creates the specific performance right, your enforceable right to have the home registered in your name. It is time-limited, so have your lawyer confirm the deadline and confirm in writing that it was done.
  • Bank guarantee or escrow. Neither is compulsory; larger developers can often provide a guarantee, smaller ones often cannot. Ask who holds an escrow account and who certifies each milestone.
  • The developer's mortgage. If the developer borrowed against the land, get a waiver letter or a contractual timetable to release your unit.
  • An independent lawyer. The lawyer checks the planning permission, the building permit, the contract and the path to separate title deeds before you pay. Choose one the developer did not recommend.

The checks are in Cyprus off-plan deposit protection, and how to vet a developer in Cyprus covers the developer itself.

VAT and costs on an off-plan home

A new-build carries VAT, not transfer fees, and the developer invoices the VAT with each instalment. VAT is 19%, or 5% if the home will be your primary and main residence within the limits; on a €300,000 home that is €15,000 against €57,000. Stamp duty was abolished for contracts signed from 1 January 2026, and a lawyer costs about 1% plus VAT. See Cyprus property VAT explained and the cost of buying property in Cyprus.

Buying off plan as a non-EU buyer

A non-EU buyer needs Council of Ministers permission, filed by the lawyer after the contract is signed (how to buy property in Cyprus as a foreigner). A first-sale new-build of at least €300,000 plus VAT, which includes off-plan homes, can qualify for Category 6.2 permanent residency, provided the purchase money is transferred from abroad and the income test is met.

Where we sell

We market and sell only in the areas controlled by the Republic of Cyprus. Tell us your budget, the city and the delivery date you can accept, and we will send projects with plans and availability.

Frequently asked questions

Buying a home before it is finished, on approved plans, and paying in instalments while it is built. Delivery follows at a date in the contract.

The off-plan and under-construction homes listed here start at €135,000 and the median is €490,000 (6 November 2026, before VAT). The lowest entry is in Larnaca (median €260,000 for off plan), then Limassol (€462,000) and Paphos (€590,000).

Of the homes with a delivery date recorded, most are due in 2028 or 2029. Ask for the date and the remedy for delay to be written into the contract.

Roughly 20 to 30% on signing, 40 to 50% in stage payments during construction and 20 to 30% on completion, according to our deposit protection guide. Tie the stages to construction milestones, not to dates.

Not automatically. Cyprus does not require guarantees on off-plan purchases. Protect yourself by depositing the contract at the Land Registry, asking for a bank guarantee or escrow, getting a waiver letter if the developer has a mortgage and using an independent lawyer.

19% on the price, or 5% if the home will be your primary and main residence for ten years within the limits (the first 130 m² up to €350,000, in a transaction of no more than €475,000 and 190 m²). The developer invoices it with each instalment.

A non-EU buyer can through Category 6.2 with a first-sale new-build of at least €300,000 plus VAT, with the money transferred from abroad and income from abroad of at least €50,000 (plus €15,000 for a spouse and €10,000 per child).

Not to you. We are paid by the developer. You pay VAT, a lawyer (about 1% plus VAT) and small Land Registry charges.
