Moving to Cyprus from Sweden in 2027: Yellow Slip, Leaving Swedish Tax, Pensions, SINK and Health Cover
A Swede is an EU citizen, so moving to Cyprus needs no visa and no permit: you can stay three months with a valid passport or ID card, and after that you register for the yellow slip (MEU1) within four months of entry. The work is on the Swedish side. Skatteverket wants notice at least one week before you leave if you will live abroad for a year or more, and a Swedish citizen stays taxable in Sweden for five years unless they show they have cut their close ties. Your income pension, premium pension and supplementary pension are paid in Cyprus, but the guarantee pension is not. A Swedish pension paid abroad is taxed through SINK at 22.5%, a rate the 1988 Sweden–Cyprus treaty can bring to zero when claimed, and a pensioner with a Swedish general pension can get an S1 for health care. This guide sets out the Cyprus registration, the Swedish departure steps, the pension and tax rules, health cover and buying a home, from the Migration Department, Skatteverket, Pensionsmyndigheten, Försäkringskassan and the treaty text (read on 6 November 2026).
Moving to Cyprus from Sweden: three months free, then the yellow slip
Citizens of the EU, the EEA and Switzerland may stay in Cyprus for three months with a valid identity card or passport and no other formality. Cyprus is not in the Schengen area, so you still show your document at the border. After three months you must be working or self-employed in Cyprus, or have sufficient resources and comprehensive health cover, and the Migration Department records it on the Registration Certificate MEU1, the yellow slip.
| Stay | What it needs | Formality |
|---|---|---|
| Up to 3 months | A valid identity card or passport | None |
| More than 3 months, working or self-employed | Work or self-employment in Cyprus | MEU1 within 4 months of entry |
| More than 3 months, living on own means | Sufficient resources and comprehensive sickness cover in Cyprus | MEU1 within 4 months of entry |
The MEU1 costs €20 per person, the Department decides within one month if the file is complete, the certificate has no expiry date, and a missed deadline carries a penalty of up to €2,500. The Department publishes no euro figure for sufficient resources; it asks for evidence of a stable income such as a pension, deposit interest, dividends or rent, the last quarter of bank activity and health cover. The documents, offices and a dated example are in the yellow slip guide, and the sequence of all the steps in the moving to Cyprus checklist. Non-EU family members use other forms (MEU2 and MEU3) or the permits in how to immigrate to Cyprus.
Leaving Sweden: notifying Skatteverket and the five-year rule
Skatteverket says you must notify it if you plan to live outside Sweden for a year or more, and that you should notify the date of your move at least one week before you go. The e-service is open to adults in the population register who move outside the Nordic countries and are registered as unmarried, divorced or widowed; others send the form Notification: Moving Abroad (SKV 7665b). A move outside the Nordic countries is registered from the date of the move if you report in time, and from the day Skatteverket receives the notice if you report late. Your Swedish citizenship and personal identity number are not affected. Even if you have no close ties left, you file a Swedish tax return for your final year in Sweden.
Population registration and tax are separate systems. If you are a Swedish citizen, or have lived in Sweden for ten years or longer, you must prove for five years from your departure date that you no longer have close ties to Sweden. Skatteverket's examples of ties are Swedish citizenship, permanent residence abroad, study or health reasons for being abroad, a home in Sweden that you keep for year-round use, family in Sweden, business activity in Sweden, financial commitments in Sweden and Swedish real property. While close ties continue you keep unlimited tax liability in Sweden and report your world income, although a tax treaty or Swedish law may exempt income taxed abroad. After five years you are no longer automatically treated as a Swedish resident for tax.
The 1988 treaty between Sweden and Cyprus, signed in London on 25 October 1988, also decides which country taxes a person who is resident of both. Cyprus treats you as tax resident on the 183-day or 60-day rules in tax residency in Cyprus. In practice a Swede who sells or lets go of the Swedish home, moves the family, keeps no Swedish business and spends the year in Cyprus is in the safest position; one who keeps the flat in Stockholm for winter visits and a spouse working there is not.
Swedish pensions in Cyprus: what is paid abroad
Pensionsmyndigheten says you keep your income pension, premium pension and supplementary pension wherever you live. You are not entitled to a guarantee pension (garantipension) while you live outside Sweden: it is a residence-based minimum, and the right ended from January 2023 for people living abroad, with an exception only for those born in 1937 or earlier. The income pension supplement can be paid if you live in Sweden, the EEA or Switzerland. A pensioner abroad must send a life certificate every year and report a new address to Pensionsmyndigheten. If you expect to rely on the guarantee pension to bring your income up to a minimum, Cyprus is therefore not the same as Sweden, and you should ask Pensionsmyndigheten for a forecast of what remains before you move.
Tax on the pension is Swedish unless you claim otherwise. If you live abroad you normally pay special income tax for non-residents, SINK: a flat tax of 22.5%, deducted by the payer before the pension is paid, applied for on form SKV 4350b with a separate form for each payer. The Riksdag has decided on a further cut to 20% from 1 January 2027, according to Skatteverket. The treaty can change the result: the convention has no separate pension article, but its Article 20 says items of income of a resident that are not dealt with elsewhere are taxable only in the state of residence, and Article 18 makes a pension paid by a state for government service taxable only in the paying state unless the recipient is resident in, and a national of, the other state. To have the treaty applied you state it in the application under Other information and claims. Pensionsmyndigheten describes the SINK withholding as 22.5% or 0% depending on the treaty.
A worked example for a private or public pension of €30,000 a year paid to a Swede resident in Cyprus. If the treaty is not claimed, SINK at 22.5% would take €6,750 before Skatteverket's monthly allowance. With the treaty claim accepted, Sweden withholds nothing, and Cyprus taxes the pension at 5% on the part above €5,000: 5% × €25,000 = €1,250, plus the 2.65% health contribution of €795, which is €2,045 in all. A pensioner who holds an S1 may not owe that contribution: the Cyprus Tax Department's guide to the tax return tells taxpayers insured in another EEA state to declare the S1 as evidence of exemption from it, which would leave €1,250 (see health insurance in Cyprus). Under the normal Cyprus bands a €30,000 pension would pay €1,600, so the 5% election is cheaper at that level; see our tax guide for individuals. A pension from the Swedish state as an employer, such as a state or municipal pension, follows Article 18 and a Swedish adviser should confirm which rule applies. Occupational pensions from a private employer are usually paid by an insurer and have their own SINK and treaty position.
Health cover for Swedes in Cyprus: EHIC, S1 and GESY
The Swedish EHIC covers necessary care while you travel in the EU, but Försäkringskassan says it should not be used for care in the country you have moved to. A Swede who moves to another EU or EEA country and receives a Swedish general pension (not a company pension) can apply for an S1 certificate, on Mina sidor or on form FK 5435, which gives the right to health care and dental care in the new country at Sweden's cost. Register the certificate in Cyprus, and the yellow slip file accepts an S1 as the proof of health cover. A Swede who works in Cyprus pays into GESY and is covered; a person living on savings needs private insurance or GESY registration once resident. Health insurance in Cyprus and GESY explained set out the options and their cost.
Banking and money for Swedes moving to Cyprus
As an EU citizen legally resident in the Union you have a legal claim to a payment account with basic features, which the bank must open or refuse within ten business days of a complete application; the banks' own routes and documents are in how to open a bank account in Cyprus as a foreigner. The bank will ask for your tax identification number in every country of tax residence, which for a Swede is the personal identity number. Moving larger sums is covered in transferring money to Cyprus.
Buying property in Cyprus as a Swedish citizen
EU citizens buy property in Cyprus without the permit that non-EU buyers need, so a Swede signs, deposits the contract and registers like a Cypriot; the steps are in how to buy property in Cyprus as a foreigner. A new-build carries VAT of 19%, or 5% on the first 130 m² of a home that will be your main residence, and the costs are itemised in the cost of buying property in Cyprus. Because a Swede does not need Category 6.2 to live in Cyprus, the choice is about use and money; the holiday-home arithmetic is in buying a holiday home in Cyprus. For where to live, compare Paphos or Larnaca and Paphos vs Limassol; for schools, moving to Cyprus with school-age children. Skatteverket's view of a foreign home and the VAT choice are in buying property in Cyprus from Sweden.
Moving to Cyprus from Sweden: the dates in the first five years
| Date | What it triggers |
|---|---|
| At least one week before the move | Notify Skatteverket of the move date (SKV 7665b or the e-service) |
| The day you leave | Arrival in Cyprus: three months without formalities start |
| End of month 3 | From here you need work or own means and health cover |
| Within 4 months of entry | File the MEU1 (yellow slip); the penalty for missing it is up to €2,500 |
| 183rd day in a calendar year | Tax residence in Cyprus under the 183-day rule (the 184th day counts as more than 183) |
| Spring of the following year | Swedish tax return for the final year of residence |
| 31 July of the following year | Cyprus tax return for employees and pensioners |
| Five years after departure | The five-year rule for Swedish citizens ends |
A couple who leave Sweden on 1 March 2027 notify Skatteverket by 22 February 2027, reach the end of the three free months on 1 June 2027, file their two MEU1 applications by 1 July 2027 at a cost of 2 × €20 = €40, and pass the 184th day in Cyprus on 31 August 2027. Their first Cyprus return is due on 31 July 2028, and the five-year period under Swedish rules runs to 1 March 2032.
Moving to Cyprus from Sweden: questions Swedes ask
No. A Swede is an EU citizen and may stay three months with a passport or ID card. After that you register for the yellow slip (MEU1) within four months of entry, which costs €20 and has no expiry date.
Yes, if you will live abroad for a year or more. Skatteverket asks for notice at least one week before the move, on form SKV 7665b or through the e-service. Your citizenship and personal identity number stay.
A Swedish citizen must prove for five years after leaving that they no longer have close ties to Sweden. Close ties such as a year-round home, family or a business in Sweden keep you taxable on world income.
Your income pension, premium pension and supplementary pension are paid wherever you live, with a yearly life certificate. The guarantee pension is not paid to people living abroad.
Through SINK at 22.5%, applied for on form SKV 4350b, unless the treaty brings it to zero when you claim it. Cyprus taxes a pension from abroad at 5% above €5,000, or on the normal bands if you elect them.
The EHIC covers visits, not residence. A pensioner with a Swedish general pension can apply to Försäkringskassan for an S1, which gives health care in Cyprus at Sweden's cost.
No. EU citizens buy without a permit and do not need an investor permit to live in Cyprus.
