Cyprus Yellow Slip (MEU1) for EU Citizens in 2026: Documents, Fee, Deadline and Health Cover
The yellow slip is the everyday name for the Registration Certificate (MEU1) that citizens of the EU, the EEA and Switzerland obtain in Cyprus when they stay longer than three months. It costs €20, the Migration Department decides within one month, and the certificate never expires; what catches people out is the deadline, which is four months from entry, and a penalty of up to €2,500 for missing it. This guide follows the Department's MEU1 page (read on 5 November 2026), its application form MEU1B dated 9 March 2026 and its supporting-documents list, sets the documents out by category, works through the dates for a retired couple, and marks what the Department does not publish, such as any income figure for people who live on their own means.
What the Cyprus yellow slip (MEU1) is and who needs it
The registration of citizens of the EU, the EEA and Switzerland (called “Union” citizens) and their family members who are also Union citizens rests on the law on the right of Union citizens to move and reside freely in the Republic. A Union citizen may stay for up to three months with nothing more than a valid identity card or passport. Beyond three months the person must be a worker or self-employed in Cyprus, or have sufficient resources for themselves and their family so as not to become a burden on the social assistance system, together with comprehensive sickness insurance cover in Cyprus. The certificate that records this is the MEU1. UK citizens are third-country nationals since Brexit and follow other routes, covered in moving to Cyprus from the UK.
Cyprus MEU1 requirements: three months free, then work or means and health cover
| Stay | What the law asks | Action in Cyprus |
|---|---|---|
| Up to 3 months | A valid identity card or passport; no other formality | None |
| More than 3 months, working or self-employed | Work or self-employment in Cyprus | Register: MEU1 within 4 months of entry |
| More than 3 months, living on own means | Sufficient resources and comprehensive sickness cover in Cyprus | Register: MEU1 within 4 months of entry |
The Department publishes no euro amount for “sufficient resources”. The documents it lists are evidence of a stable or satisfactory income, such as a pension, interest on deposits, dividends or rent, and bank account activity for the last quarter. A Cyprus lawyer or the Department's district office can tell you what a file of your size currently needs.
Documents for the Cyprus yellow slip (MEU1) by category
The application is the form MEU1B. The Department attaches a different list of supporting documents to each category of applicant. Every list starts with a copy of a valid passport or identity card, with the original shown at submission, and most ask for proof of address and for health cover.
| Applicant | Main documents beyond the passport or ID |
|---|---|
| Employed, self-employed or involuntarily unemployed | Signed and stamped Part III of the form (employment data) with a salary certificate; registration with the Social Insurance Services and a detailed statement of contributions; for the self-employed, proof of contributions for the last four months; form A1 for someone insured in another European country; for the involuntarily unemployed, a certificate from the Department of Labour |
| Visitor or visiting pensioner, living on own means | Evidence of a stable or satisfactory income (pension, deposit interest, dividends, rent) and the bank account activity of the last quarter |
| Student | Certificate of attendance at an educational institution in Cyprus; evidence of stable income or of the parents' income for a dependant; health insurance, a GHS registration certificate or a European Hospitalisation Card |
| Dependent child under 21 | Parents' passports and registration certificates; birth and marriage certificates; a court decision on parental responsibility or the other parent's sworn consent; proof of the parents' income or employment |
| Dependent direct ascendant (parent or grandparent) | Marital status certificate; the sworn declaration of responsibility by the Union citizen; evidence of that citizen's income |
| Spouse of a Cypriot citizen | Copy of the Cypriot spouse's passport or ID; marriage certificate; income of both; a signed declaration of harmonious cohabitation certified by the parish or community president |
Proof of address and health cover appear in almost every list. The address is a title deed, or a rental document stamped by the Superintendent of Stamping with the signatures certified and the original rent receipts, together with an original utility bill from the electricity or water authority. Health cover is insurance for inpatient, outpatient and body-transport costs (the Department calls it Plan A), a certificate of registration with the national health system (GHS), or, for pensioners, an E121 or S1 from the Ministry of Health. The visitor and pensioner list is the closest match for someone with their own means; whether it also serves a person who is not yet a pensioner is a question to put to the Department.
How to apply for the Cyprus MEU1: offices, translations and apostille
- No appointment is needed for the submission of an MEU1 application. Applicants are served first come, first served at the Migration Department in Nicosia, Monday to Friday, 08:00 to 14:30 with the last entry at 14:00.
- Someone who lives outside the Nicosia district is served by the district unit of the Aliens and Immigration Service for that district. The Nicosia office serves residents of other districts only through an authorised representative whose office is in Nicosia.
- Documents must be in Greek or English or accompanied by an official translation from a sworn translator or a consular authority. Public documents from countries that have joined the Hague Apostille Convention need the apostille.
- Under EU Regulation 2016/1191, public documents such as birth, marriage, residence and criminal-record certificates issued by an EU state and presented in Cyprus are exempt from the apostille, and a multilingual standard form can replace the translation for some of them.
- A photograph is captured when you submit, on presentation of the receipt and a valid travel document. If approved, the certificate is sent by post; if rejected, a letter with the reasons goes to the last declared address, so keep the address up to date to preserve the time limit for appeal.

| Examination time | One month at the latest, if the application is complete and all documents are attached |
| Penalty for not applying | A financial penalty of up to €2,500 |
| Validity of the certificate | No expiry date |

Cyprus yellow slip worked example: a retired couple arriving on 1 March 2027
A Dutch couple who live on their pensions arrive in Cyprus on 1 March 2027. The dates below are an illustration of the Department's rules.
| Date or item | Rule | Result |
|---|---|---|
| 1 March 2027 | Entry into the Republic | Day 0 |
| 1 June 2027 | Three months of residence without formalities end | From here the right to stay depends on means and cover |
| 1 July 2027 | Application within four months of entry | Last day to file two MEU1 applications |
| 1 August 2027 | Decision within one month if the file was complete on 1 July | Latest date for the answer |
| Fees | 2 × €20 | €40 |
| Exposure if they never apply | 2 × up to €2,500 | Up to €5,000, which is 125 times the fee |
The fee is €40 for the pair, and the penalty for ignoring the rule could be 125 times that. The practical work lies in assembling the file: both passports, two sets of income evidence, the bank activity of the last quarter, a title deed or a stamped rental document, an original utility bill and Plan A insurance or an S1 for each spouse. Filing in the fourth month leaves little room if a document is refused, so most couples start earlier.
MEU1, health insurance and GESY for EU pensioners
The MEU1 list asks for health cover on file at the time you apply. Pensioners from another EU or EEA state or Switzerland can present an S1 obtained from their home insurer and registered with the Cypriot Ministry of Health, and others show Plan A insurance or a GHS registration certificate. How the S1 works in Cyprus, what GESY costs and when a private policy is the only option are covered in health insurance in Cyprus and GESY explained; a UK-specific walk-through of the S1 is in the State Pension and S1 guide.
What the Cyprus yellow slip does not give
- Tax residence. Registration is an immigration act. Where you pay tax follows the 183-day and 60-day rules; see tax residency in Cyprus.
- Rights for family members from outside the EU. Third-country family members of a Union citizen use other forms: MEU2 for entry and residence and MEU3 for permanent residence.
- A route for non-EU citizens. A British, American or other non-EU citizen needs a permit: the pink slip, Category F or an investor permit, compared in how to immigrate to Cyprus.
- A replacement for the UK Withdrawal Agreement documents. British citizens who moved before the end of the transition period have their own documents (UKW1 for UK nationals and UKW2 for their third-country dependants, €30 each; the UKW2 is valid for five years); the MEU1 does not apply to them.
