UK State Pension and S1 in Cyprus (2026): Yearly Increases, Claiming, National Insurance Gaps and Healthcare
A UK State Pension keeps rising every year if you live in Cyprus, it can be paid straight into a Cyprus bank account, and with a registered S1 form the UK pays for your state healthcare there. Each of those three facts rests on a condition that guides tend to skip: Cyprus counts because it is in the European Economic Area, the pension has to be claimed through the International Pension Centre in the four months before State Pension age, and the S1 is available only to someone who already receives the pension and is lawfully resident. From 6 April 2026 there is also a new 10-year rule for paying voluntary National Insurance contributions from abroad. This guide uses GOV.UK, the NHS and HMRC pages (read on 5 November 2026), works out what a full pension is worth in euros, tests a National Insurance gap with real figures, and checks whether a State Pension alone meets the income tests for a Cyprus residence permit.
UK State Pension in Cyprus: does it still increase every year?
Yes. GOV.UK says the State Pension increases each year only if you live in the European Economic Area, Gibraltar, Switzerland or a country that has a social security agreement with the UK (with no increases in Canada or New Zealand). Cyprus is an EU member and so part of the EEA. Someone who lives outside that list gets no yearly increases, and the pension goes up to the current rate if they return to the UK. The new State Pension rises each year by the highest of average earnings growth, consumer price inflation or 2.5%. The full rate for 2026/27 is £241.30 a week.
| Where you live | Yearly increase of the State Pension |
|---|---|
| Cyprus or any other EEA country | Yes |
| Gibraltar, Switzerland | Yes |
| A country with a UK social security agreement | Yes, except Canada and New Zealand |
| Anywhere else | No, the pension stays at the rate you left with |
Check this list before any later move out of Cyprus, for example to a non-EEA country. The full new State Pension needs 35 qualifying years on your National Insurance record and any new State Pension needs at least 10. Your own forecast on GOV.UK shows the figure, and it is the starting point for everything below.
How to claim a UK State Pension from Cyprus
You can claim within four months of your State Pension age, either by contacting the International Pension Centre or by sending its international claim form. State Pension age depends on your date of birth and is being raised in stages, so use the government's State Pension age calculator for yours. The pension can be paid into a bank in Cyprus or into a UK bank or building society, in your name, a joint account or another person's account with that person's permission. For a Cyprus account you give the IBAN and BIC. Payment is every 4 weeks or every 13 weeks, and you can be paid in only one country in a given period.
Two administrative rules catch retirees out. Changes of address or bank details go to the International Pension Centre by phone or in writing; email is not accepted. And the Department for Work and Pensions can send a “life certificate” form that a witness has to sign; payments may be suspended if it is not returned, and the witness does not have to live in the UK or hold any specific passport.
UK State Pension worked example: what a full pension is worth in euros
GOV.UK says the amount is converted into the local currency at the exchange rate at the time of conversion, after a conversion charge of 0.39%. The rate used here, £1 = €1.15, is an assumption for illustration; the real rate moves every day.
| Step | Calculation | Result |
|---|---|---|
| Full pension per week, 2026/27 | official rate | £241.30 |
| Payment every 4 weeks | £241.30 × 4 | £965.20 |
| Payment every 13 weeks | £241.30 × 13 | £3,136.90 |
| Full pension per year | £241.30 × 52 | £12,547.60 |
| In euros at £1 = €1.15 | £12,547.60 × 1.15 | €14,429.74 |
| Conversion charge, 0.39% | €14,429.74 × 0.0039 | €56.28 |
| Arrives in the Cyprus account | €14,429.74 − €56.28 | €14,373.46, about €1,197.79 a month |
For a couple who each have the full pension the arrivals are about €28,746.93 a year before any other income. A move of one cent in the exchange rate changes the couple's yearly total by €250.95, which is why currency matters more than most budgeting rules of thumb.
National Insurance gaps before moving to Cyprus: the Class 3 rules from April 2026
GOV.UK says you need at least 10 qualifying years for any new State Pension and 35 for the full one, and that each qualifying year added to your record adds about £6.89 a week to the pension, which is the full rate divided by 35. A year in which you worked and paid National Insurance, received credits or paid voluntary contributions counts. Voluntary Class 3 contributions are £18.40 a week for 2026/27, and you can fill gaps only for the past six tax years, with the deadline on 5 April each year; the gap for 2025/26 can be filled until 5 April 2032.
Living abroad changes who may pay. For time abroad from 6 April 2026 you can no longer pay voluntary Class 2 contributions, and Class 3 is open only if you previously lived in the UK for 10 years in a row or paid 10 years of qualifying contributions in total. Credits do not count towards those 10 years. If you applied before 6 April 2026 under the earlier rule of three years you may be able to continue under it, provided you pay by 5 April 2027 and apply for 2026/27 on or before that date. Do not pay anything until HMRC sends a letter with the amount and a payment reference. If you are over State Pension age, or within six months of it, GOV.UK points you to the International Pension Centre. Voluntary contributions do not always raise the pension: contracted-out records are one exception.
| Step | Calculation | Result |
|---|---|---|
| Value of one more qualifying year | £12,547.60 ÷ 35 | £358.50 a year of pension |
| Class 3 cost of one year, 2026/27 | £18.40 × 52 | £956.80 |
| Years of pension needed to repay it | £956.80 ÷ £358.50 | 2.7 years |
A 62-year-old with 28 qualifying years who fills one gap pays £956.80 once and receives £358.50 more every year from State Pension age, so the payment is recovered in under three years of retirement and every later year is a gain. The same logic stops working once you have reached 35 years or if the forecast shows the extra year would not count; check the forecast before paying.
S1 form for UK pensioners in Cyprus: what it covers and who qualifies
The NHS says an S1 entitles you and your dependants to state healthcare paid for by the UK, in the country where you live, on the same basis as an insured resident of that country. You may apply if you live in the EU, Iceland, Liechtenstein, Norway or Switzerland and receive an eligible exportable benefit from the Department for Work and Pensions, including the UK State Pension. You must be lawfully present as a resident, and anyone going for 90 days or less uses a GHIC or EHIC. If you also receive a state pension from the country you live in, you cannot have an S1, because that country is then responsible for your healthcare. The NHS lists date restrictions for moves to Iceland, Liechtenstein, Norway and Switzerland and none for EU countries such as Cyprus.
A registered S1 brings three further rights: a UK-issued EHIC or GHIC for temporary visits to other eligible countries, planned treatment in another eligible country through the S2 scheme, and, since 1 January 2024, NHS treatment in England on the same basis as a UK resident during temporary visits. For Scotland, Wales and Northern Ireland the local charging rules apply. An early retiree is outside the scheme: if you are not yet receiving the State Pension, the NHS tells you to wait until you are before applying, so a 58-year-old with a company pension needs a private policy until then, as set out in our health insurance guide.
How to apply for an S1 and register it in Cyprus
| Step | What to do | Source |
|---|---|---|
| 1 | Claim your State Pension and confirm it is being paid | GOV.UK |
| 2 | Apply to NHS Overseas Healthcare Services (NHS Business Services Authority) by phone +44 191 218 1999, Monday to Friday 8am to 6pm, or at s1applications@nhsbsa.nhs.uk | NHS |
| 3 | Apply up to 90 days before your move; the S1 starts from the move date; give an address in Cyprus, which may be temporary | NHS |
| 4 | Download the S1 from the link in the NHS email, or receive it by post | NHS |
| 5 | Register it promptly with the Cypriot authorities, which usually comes before you can enrol in healthcare or get a medical card; the Health Insurance Organisation asks S1 holders for a copy of the Aliens Registration Card, the signed enrolment form and the “White Medical Card” of the Ministry of Health, and the S1 itself goes to the Ministry | NHS; HIO via our health guide |
| 6 | Tell your GP practice in the UK you are leaving, and report any change of address or circumstances to NHSBSA | NHS |
The NHS adds that you are responsible for cover while the S1 is being registered, and that without insurance you may be charged for treatment in that period. A short private policy for the first weeks is therefore sensible. The NHS requires lawful residence for an S1, and the HIO asks for the Aliens Registration Card, so the permit questions in the UK guide come first; whether a pink slip alone is enough to register the S1 is a question to put to the HIO and the Ministry of Health, because neither page we read states it.
S1 for a spouse or partner: dependants and their own State Pension
When you apply you can add anyone you consider a dependant. A dependant who is eligible for an S1 in their own right applies separately, and the definition of a dependant varies between countries, so the Cypriot authorities accept a registration only if the person meets their definition. A dependant may not be considered if they are insured by the country of residence or another EEA country, for example because they work in Cyprus or receive a state pension from another country.
The point couples overlook is the date the partner starts claiming. A person covered as a dependant of a State Pension holder loses that cover once they apply for an S1 as a pensioner in their own right; NHSBSA sends a new S1 to the registered address and it has to be registered to keep cover without a gap. If a pensioner also starts to receive a state pension from Cyprus or another EEA country, the UK S1 may end because that country becomes responsible. And when you return to the UK, the FCDO's Cyprus guidance tells S1 holders to contact the NHS Overseas Healthcare Team to cancel it.
S1 and the GESY contribution in Cyprus: what the pension costs
The Tax Department's guide to the 2025 income tax return tells taxpayers who are insured in another EEA state to declare the S1 card as the document evidencing exemption from the GESY contribution; the Health Insurance Organisation's own rate for pensioners is 2.65%. If the exemption applies to you, a full State Pension of €14,429.74 saves €14,429.74 × 0.0265 = €382.39 a year, and €764.78 for a couple. We have not found an HIO page that states in terms whether S1 holders from the UK are exempt, so ask the HIO (17000 in Cyprus) before relying on the saving; the full discussion is in our health insurance guide and GESY explained.
Tax on a UK State Pension in Cyprus
GOV.UK says an overseas resident may be taxed on the State Pension by both the UK and the country of residence, and that where a double taxation agreement exists you pay once, either to the UK or to the country where you live, depending on the agreement. HMRC's summary of the UK–Cyprus convention of 2018 says that government service pensions are taxable only in the UK and that other pensions are taxable only in Cyprus unless the individual is both a resident and a national of the UK. The summary does not name the State Pension, so confirm its treatment in your case with HMRC and a Cyprus tax adviser. The Cyprus rules for foreign pensions (the 5% election and the normal scale) and a tax worked example for a retired couple are in the UK guide and in tax residency in Cyprus. The Cyprus bands, contributions and deductions are in our guide to Cyprus tax for individuals.
UK State Pension and the Cyprus residence permit: pink slip or Category F
A State Pension is foreign pension income, which both permit checklists accept. The question is how far it goes towards the income tests. The pink slip asks for foreign remittances of at least €24,000 a year for one person and €28,800 for a couple, and Category F for at least €9,568 plus €4,613 per dependant. The comparison uses the full pension at £1 = €1.15 and ignores any private pension.
| One person | Couple, both with a full pension | |
|---|---|---|
| State Pension in euros | €14,429.74 | €28,859.48 |
| Pink slip requirement | €24,000: short by €9,570.26 | €28,800: above by €59.48 before the conversion charge, below by €53.07 after it |
| Category F floor | €9,568: above by €4,861.74 | €14,181: above by €14,678.48 |
| Same couple at £1 = €1.14 | €28,608.53: short of the pink slip by €191.47 |
A single pensioner on the full State Pension clears the Category F floor and falls well short of the pink slip. A couple with two full pensions sits on the pink slip line, and the exchange rate and the conversion charge decide which side. A private or workplace pension on top removes the problem. The two permits are explained in our pink slip guide and Category F guide.

Questions about the UK State Pension and S1 in Cyprus
Yes. You claim within four months of State Pension age through the International Pension Centre and can have it paid into a Cyprus bank account every 4 or 13 weeks, converted into euros with a 0.39% conversion charge.
Yes, because Cyprus is in the European Economic Area. GOV.UK says the pension increases only in the EEA, Gibraltar, Switzerland and countries with a UK social security agreement (Canada and New Zealand excepted).
If you receive a UK State Pension, live in the EU and are lawfully resident, you may apply to NHS Overseas Healthcare Services. The NHS names date restrictions only for Iceland, Liechtenstein, Norway and Switzerland.
No. The NHS tells applicants who do not yet receive the State Pension or another eligible benefit to wait until it starts. Until then you need private cover.
A dependant can be added, provided the Cypriot authorities accept them as a dependant and they are not insured by Cyprus or another EEA country. When the partner claims their own State Pension, the dependant cover is cancelled and they need their own S1.
For time abroad from 6 April 2026 only Class 3 is open, and only if you lived in the UK for 10 years in a row or paid 10 years of qualifying contributions. Do not pay until HMRC sends a letter with the amount and reference.
GOV.UK says that under a double taxation agreement you pay tax once. HMRC's summary of the UK–Cyprus convention does not name the State Pension, so get your own case confirmed.
The pension goes up to the current rate. You contact the Pension Service and HMRC, and cancel the S1 with the NHS Overseas Healthcare Team.
