Moving to Cyprus from South Africa in 2027: Visa, Permits, Moving Rand Abroad and Leaving SA Tax Residency
A South African needs a visa before flying to Cyprus: South Africa is on the Cyprus Ministry of Foreign Affairs list of countries whose nationals must hold a visa, unlike the United Kingdom, the United States or Canada, whose citizens may enter for up to 90 days without one. Living there then needs one of the same permits as any non-EU citizen (the pink slip at €24,000 a year, Category F at €9,568 a year, or Category 6.2 with a new-build of at least €300,000 plus VAT), and two South African questions come before the move: how much money you may send abroad without SARS approval, and when SARS stops treating you as a tax resident. SARS says the single discretionary allowance is R2 million a year in 2026, R4 million for a couple, with a further R10 million investment allowance that needs a tax compliance status PIN. This guide sets out the visa, the permits, the allowances with a worked example, the residency tests and the Cyprus treaty, from the Cyprus Ministry of Foreign Affairs, the Migration Department, SARS and the Cyprus embassy's visa guidance (read on 6 November 2026).
Moving to Cyprus from South Africa: you need a visa before you fly
The Cyprus Ministry of Foreign Affairs keeps two lists. Citizens of the United Kingdom, the United States, Canada, Australia and most of Europe appear on the list of nationals who need no visa for a stay of up to 90 days. South Africa appears on the other list, of countries whose nationals are required to hold a visa to enter the Republic. The exceptions in the ministry's rules help some South Africans: holders of a valid double or multiple entry Schengen visa, or a residence permit from a Schengen state, may enter Cyprus without a short-stay visa for up to 90 days in any 180-day period, and anyone holding a work permit, entry permit or residence permit from the Cyprus Civil Registry and Migration Department needs no visa to enter.
The Cyprus embassy's visa guidance, as published by its mission in Washington, sets out how a short-stay visa works. The fee is €90, a decision is due within 15 days and may take up to 45 where further scrutiny is needed, and the passport must be valid for at least three months after the intended departure, have two blank pages and have been issued within the previous ten years. Applicants must show travel medical insurance valid in Cyprus for the whole stay with cover of at least €30,000. South Africans apply through the High Commission of Cyprus in Pretoria; confirm its current fee, hours and documents with the mission before you book flights. A short-stay visa lets you visit and look at homes. It is not a residence permit, and the 90 days is the point at which you need one.
South Africans in Cyprus: the permit routes and their income tests
| Route | What it asks | Who it suits |
|---|---|---|
| Pink slip | €24,000 a year for one person (€2,000 a month) as foreign remittances into a Cyprus bank account in your name; more for a spouse and children; a health insurance certificate | Retirees and people living on income from abroad |
| Category F | Secured income from abroad of €9,568 a year for the applicant and €4,613 per dependant; no business or employment in Cyprus; medical test results and a certified criminal record certificate | Retirees with pension income |
| Category 6.2 | A first-sale new-build of at least €300,000 plus VAT, with the money transferred from abroad, and income from abroad of €50,000 plus €15,000 for a spouse and €10,000 per child; a visit once every two years afterwards | Buyers who want permanent residency |
| Work permit | An employer and an entry permit before arrival | Employees |
The detail for each route is in the pink slip guide, the Category F guide and the Category 6.2 guide, and the order of steps in the moving to Cyprus checklist. Because a South African needs a visa to arrive, plan the sequence carefully: the Migration Department says filing a permit application gives no right to enter or stay without a valid visa or permit.
Moving rand to Cyprus: the R2 million and R10 million allowances
SARS's 2026 Budget guidance says the single discretionary allowance doubles from R1 million to R2 million per calendar year following the Reserve Bank's consultation, and that residents can transfer up to R2 million offshore a year without a tax compliance status PIN (approved international transfer) from SARS. A married couple can therefore send R4 million between them. The investment allowance, which does need a tax compliance status PIN, stays at R10 million a year.
A worked example, using a rate of R20 to the euro chosen only for illustration, so check the live rate. A couple buying a €300,000 new-build for Category 6.2 need R6,000,000 for the price, with VAT and fees on top. Their discretionary allowances cover R4,000,000 (R2,000,000 each) without a SARS PIN. The remaining R2,000,000 and the VAT have to go through the investment allowance, which needs the tax compliance status PIN, so the couple should request it before the contract is signed and the purchase money is due. At R22 to the euro the same price is R6,600,000, and the PIN-free part still covers R4,000,000, so the gap grows with the rate.
Category 6.2 requires the purchase money to be transferred to Cyprus from abroad, and the pink slip is tested on foreign remittances into a Cyprus account, so these transfers are not an afterthought; they are the evidence the Migration Department reads. Keep every transfer slip.
Leaving South African tax residency: the tests SARS applies
Moving to Cyprus does not by itself end South African tax residence. SARS applies two tests. A person who is ordinarily resident, which looks at where your usual home is apart from temporary absences, stays resident. A person who is resident only under the physical presence test, which requires more than 91 days in the current year, more than 91 days in each of the five preceding years and more than 915 days across those five years, ceases to be resident after at least 330 continuous full days outside South Africa (SARS Interpretation Note 4). The 330 days cannot sit inside a single tax year, because a person needs at least 92 days in South Africa in a year to be resident for it.
Tell SARS as soon as you cease to be resident: SARS says the taxpayer must inform it, and a retirement fund application can be rejected otherwise. Cyprus, for its part, taxes you as a resident on the 183-day rule or the 60-day rule, set out in how Cyprus tax residency works. South Africa and Cyprus have a double tax agreement, in force since 8 December 1998, with a protocol in force since 18 September 2015 (SARS treaty table), which decides where you are resident if both countries claim you. A foreign pension taxed in Cyprus at the 5% election is in our tax guide for individuals.
Two South African reliefs matter. If you stay South African resident while working abroad, SARS exempts the first R1.25 million of foreign employment income, subject to the 183-day and 60-continuous-day tests, and the part above that can be taxed twice. And a member of a retirement annuity, preservation, pension or provident fund who has ceased to be resident for an uninterrupted period of three years or longer can withdraw the full benefit, as the SARS directive guide sets out; from 1 September 2024 the older route through emigration recognised by the Reserve Bank was removed.
Health cover, banking and buying a home in Cyprus as a South African
Health cover is part of the permit: the pink slip file asks for a health insurance certificate, and once registered you can look at GESY explained and health insurance in Cyprus. A Cyprus bank account in your own name is needed for the pink slip test; the bank account guide lists what banks ask, including every country where you are tax resident.
A South African is a non-EU buyer and needs Council of Ministers permission under the Acquisition of Immovable Property (Aliens) Law, which your lawyer files after the contract is signed; the steps are in how to buy property in Cyprus as a foreigner. A new-build at the 6.2 level also pays 19% VAT unless it is your main residence, which the cost of buying property in Cyprus works through. To compare the cities, read Paphos or Larnaca and Paphos vs Limassol. The allowance arithmetic for a purchase is in buying property in Cyprus from South Africa.

Moving to Cyprus from South Africa: questions South Africans ask
Yes. South Africa is on the Cyprus Ministry of Foreign Affairs list of countries whose nationals must hold a visa. Holders of a valid multiple-entry Schengen visa or a Schengen residence permit may enter for up to 90 days in any 180 days, and holders of a Cyprus permit need no visa.
R2 million per person per calendar year under the single discretionary allowance in 2026, so R4 million for a couple, with no tax compliance status PIN. The R10 million investment allowance needs the PIN.
Not when you leave. A person resident only under the physical presence test ceases after at least 330 continuous full days outside South Africa. A person who is ordinarily resident stays resident until that test is no longer met. Tell SARS when you cease.
Yes. The agreement has been in force since 8 December 1998, and a protocol since 18 September 2015.
Not at once. SARS allows a full withdrawal from retirement annuity, preservation, pension and provident funds once you have ceased to be resident for an uninterrupted period of three years or longer.
The pink slip needs €24,000 a year for one person through a Cyprus bank account, Category F needs €9,568 a year, and Category 6.2 needs a new-build of at least €300,000 plus VAT and €50,000 of income.
