Cheap Property in Cyprus in 2027: What €100k, €150k and €200k Really Buys

7 min read

Cheap property in Cyprus is a smaller flat, not a cheaper version of a villa. On 6 November 2026 our database lists 3,221 homes for sale in 340 projects, and none costs less than €135,000: 4 are at €150,000 or less, 63 in 18 projects at €200,000 or less, and 303 in 46 projects at €250,000 or less. Every one of them is an apartment or a studio, with a median of 50 m² at €200,000 or less. The cheapest house costs €299,000 and the cheapest two-bedroom €230,000. These are asking prices before VAT, and a new-build pays 19% VAT unless it is your main residence, so €100,000 of cash buys no new-build at all, €150,000 buys two apartments in a village 27 minutes from the sea, and only if the home is your main residence, and €200,000 buys 14 apartments at 19% VAT. This guide shows the ladder from our own priced units and then adds the VAT, the legal fee and the Land Registry charges, with a resale comparison and one worked example.

What your cash buys in Cyprus once VAT and fees are added

A listing price is not the cost. A new-build adds VAT of 19%, or 5% on the first 130 m² of a home that is your main and permanent residence within the €350,000 limit. A resale adds Land Registry transfer fees instead of VAT, at 3%, 5% and 8% by price band, halved by the current reduction. Both add a legal fee, planned at 1% plus 19% VAT on the fee, and about €500 of Land Registry charges; stamp duty was abolished for contracts signed from 1 January 2026. The table turns a total budget into the highest listing price it can pay for, and counts the homes in our database at or below it.

€250,000€207,60075€235,000181€240,400

Read the first row as the answer to the question most searches ask. With €100,000 in total, a new-build can cost at most about €82,800 before VAT, and our database has no home that cheap. €150,000 reaches €140,800 only at the 5% rate, which is 2 homes in one project. €200,000 reaches €166,000 at 19%, which is 14 homes, and €187,900 at 5%, which is 35. Resale is the only route to a lower price, because there is no VAT: €100,000 in total buys a resale of up to about €96,800. Our database does not list resales, so we give no resale prices; the arithmetic is the point. The cost of buying property in Cyprus itemises both routes, and how much money you need to buy property in Cyprus shows when each payment falls due.

What €100,000 buys in Cyprus

No new-build in our database costs €100,000 or less, and the cheapest costs €135,000 before VAT. With €100,000 in total the realistic route is a resale of up to about €96,800, in a building that is already occupied. That brings costs the listing does not show: communal fees, repairs and the age of the building, and a title deed that must be checked, as what is a title deed explains. A cheap resale is also a purchase where the independent lawyer matters most; choosing a property lawyer says what the fee should cover. A new-build offered at this level deserves two questions: whether the price includes VAT, and whether the unit has had first use, because since 1 September 2026 a finished but never-occupied unit can still carry VAT.

What €150,000 buys in Cyprus

4 homes cost €150,000 or less before VAT, all one-bedroom apartments in one project, Plus 85 in Lefkara, a village in the Larnaca district that our distance data puts 27 minutes from the beach and 50 from the airport. They start at €135,000, are about 49 m² and are off plan. At 19% VAT the cheapest costs €162,757 in total, so €150,000 of cash does not reach it unless the 5% rate applies, when the total is €143,857. Near the coast the ladder starts higher: Georgia 12 in Paphos from €160,000 and Arie X in Chloraka from €176,000.

What €200,000 buys in Cyprus

63 homes in 18 projects cost €200,000 or less before VAT: 30 in Paphos (7 projects), 23 in Larnaca (6 projects), 7 in Limassol (4 projects), 3 in Nicosia (1 project). 42 are one-bedroom apartments and 20 are studios, with a median of 50 m² and €3,668 per m². That is well below the €5,278 per m² median of the whole database, so part of the saving is a lower price per metre (inland, further from the sea, off plan) and most of it is size: the median home in the database has 92 m², these have 50. The table lists every project with a home at this level, cheapest first.

34 of the 63 homes are off plan, 7 are under construction and 22 carry no stage in the feed. The ones with a stated delivery year run from 2027 to 2029, so a purchase at this level usually means paying in instalments for two years or more. Our guide to off-plan deposits sets out the clauses that protect that money.

Where the budget goes furthest in Cyprus

Counting homes at €250,000 or less before VAT, the three coastal districts are close in number: Limassol 108 homes in 18 projects (median €4,686 per m²); Paphos 96 homes in 16 projects (median €4,264 per m²); Larnaca 94 homes in 11 projects (median €3,724 per m²). Nicosia has 5 in one project. Larnaca is the cheapest per m² and starts lowest, at €135,000; Limassol is the dearest per m². Each has its own page: apartments in Larnaca, apartments in Paphos and apartments in Limassol. The cheapest two-bedroom costs €230,000 and the cheapest house €299,000, so a family budget starts well above this guide's range.

A worked example in Cyprus: the €194,000 apartment at Carisa Ethera Residences

The cheapest home at Carisa Ethera Residences is a one-bedroom of 52 m² in Livadia, Larnaca, listed at €194,000 before VAT and off plan. The same purchase costs €233,669 as a second home and €206,509 as a main residence at 5% VAT.

ItemSecond home, 19% VATMain residence, 5% VAT
Listing price€194,000€194,000
VAT€36,860€9,700
Legal fee, 1% plus 19% VAT on the fee€2,309€2,309
Land Registry charges (planning figure)€500€500
Total cash needed€233,669€206,509
Total per m²€4,494€3,971

The €194,000 on the listing becomes €233,669, a rise of 20%. The 5% rate saves €27,160, but it must be applied for, it is limited to a main and permanent residence, and the saving can be clawed back with an additional 14% if the home stops being your main residence; the VAT guide has the rules. If you borrow, a non-EU buyer living abroad can expect a loan of roughly 60% to 70% of the price, so €58,200 to €77,600 of the price has to be cash, with the VAT and fees on top, as our mortgage guide sets out.

What a cheap home in Cyprus does not buy

Residency is the first thing. Category 6.2 needs a first-sale new-build of at least €300,000 plus VAT, and no home in this guide reaches it, so a non-EU buyer of a cheap apartment buys a property, not a residence permit; see the Category 6.2 guide. The second is the permit itself: a non-EU buyer needs Council of Ministers permission, which the lawyer files after the contract is signed, whatever the price, while EU citizens skip it. The third is space: the median home here has 50 m², a studio 36 m², and the cheapest two-bedroom costs €230,000. For the checks that matter more on a low price, read the top ten first-time buyer mistakes and snagging a new-build.

Cheap property in Cyprus: questions buyers ask

Not a new-build from a developer in our database: the cheapest costs €135,000 before VAT. A resale can cost less because it carries transfer fees instead of VAT; with €100,000 in total a resale of up to about €96,800 is possible.

4 one-bedroom apartments of about 49 m² in Lefkara, off plan, listed from €135,000 before VAT. At 19% VAT the total is above €150,000, so the 5% main-residence rate is needed to stay within it.

63 apartments and studios in 18 projects cost €200,000 or less before VAT, with a median of 50 m². As total cash, €200,000 reaches a listing price of about €166,000 at 19% VAT.

Not in our listings, which are asking prices before VAT. A new-build adds 19%, or 5% on the first 130 m² of a main and permanent residence within the limits; a resale pays transfer fees instead.

Larnaca district: the lowest listing price and the lowest median price per m² among the coastal districts at €250,000 or less, with Paphos next and Limassol dearest.

The cheapest house in our database costs €299,000 before VAT, so at €200,000 the choice is an apartment or a studio.

No. Category 6.2 needs a first-sale new-build of at least €300,000 plus VAT and income from abroad of at least €50,000, and non-EU buyers need the Council of Ministers permit whatever the price.
