Renting an Apartment in Cyprus: Lease, Deposit, Agent Fee and What Moving In Really Costs

10 min read22 October 2026

Short answer: When you rent a flat in Cyprus, the contract you sign is almost the only protection you have, and moving in costs far more than one month's rent in cash. For a two-bedroom flat in Limassol at €1,450 a month the figure is between about €3,270 and about €6,440, depending on whether one or two months' rent is asked as a deposit and who pays the agent. Tenants often expect protection against termination and rent caps. According to summaries by Cypriot law firms (as of October 2026), the Cypriot Rent Control Law covers only older buildings and only tenants who are Cypriot or EU nationals. For new-builds, for contracts of up to six months and for tenants from non-EU countries, the text of the contract decides.

Rental Contract in Cyprus: What Protection Tenants Really Have in 2026

Cyprus has two rental regimes. The Rent Control Law applies to properties in designated areas that were completed on or before 31 December 1999; rent increases and evictions there belong before the Rent Control Court. Everything else is a freely agreed tenancy governed by the contract. That includes every new-build and every contract of six months or less, and, according to the summaries mentioned, tenancies with tenants who hold neither a Cypriot nor an EU passport. What applies there in practice is summarised by law firms and guides (as of 2026) as follows:

  • Term: 12 months is usual. A fixed term binds both sides until it ends, unless the contract contains an exit clause. The rent may rise during that time only if the contract provides for it.
  • Notice period: In the free market one to three months' written notice is common. We found no statutory period for such contracts in the sources; it belongs in the contract.
  • Rent increase: On renewals one legal guide for 2026 often mentions 5–10 %. Agree a fixed cap. The statutory limit of 6 % (22 April 2025 to 21 April 2027) applies only to tenancies under the Rent Control Law.
  • Eviction: The landlord needs a court order. Evicting on his own is not allowed. Disputes from freely agreed contracts go to the District Court.
  • Landlord's duties: He must hand over the flat at the start of the contract, provide safe and suitable premises and repair dangerous defects within a reasonable time.
  • Stamp duty: Until 2025 a lease had to be stamped at the tax office. For documents signed from 1 January 2026 stamp duty has been abolished; for contracts from 2025 the old rules may still apply.
  • Paying the rent: Since 1 July 2026 rent must be paid electronically (bank transfer, debit or credit card), whatever the amount. Cash is no longer allowed, and the landlord may not accept it. A local account or at least a transfer route is therefore a precondition; how to get an account is explained in our guide to a bank account in Cyprus for foreigners.

Rent Prices in Cyprus 2026: What a Two-Bedroom Apartment Costs in Limassol, Nicosia, Larnaca and Paphos

The “model value” column holds the inputs of our rent-or-buy model (as of October 2026), which rest on a published rent range for 2026: the average rents quoted by the president of the Cypriot Council for the Registration of Real Estate Agents at the end of July 2026. He reported that there were no rent increases so far in 2026. Next to it is the range from current listings (property portal, June 2026).

CityModel value per monthAverage range (July 2026)Listing range (June 2026)
Limassol€1,450€1,400–1,500€1,300–2,000
Nicosia€850€800–900€850–1,300
Larnaca€750€700–800€950–1,400
Paphos€750€700–800€850–1,300

The listing ranges lie above the average range in Larnaca and Paphos, and in Limassol they reach far upwards. That is usual for asking rents: Landbank Analytics measured asking rents for two-bedroom flats in July 2025 of €2,574 in Limassol, €1,150 in Nicosia and €1,274 in Larnaca, and new flats near the marina in Limassol can cost more than €2,500 according to an analysis of listings (June 2026). Plan with the listing range. Which places suit which daily life is described in our guide to the best places to live in Cyprus. What the rent means in relation to the purchase price is worked out in Rent or buy in Cyprus.

Deposit, Agent Commission and Running Costs When Renting in Cyprus: Who Pays What

Deposit. One to two months' rent is usual, due when the contract is signed (two Cypriot guides, June 2026). There is no statutory ceiling and no state deposit scheme for freely agreed contracts. Rent arrears, damage beyond normal wear and open running costs may be deducted. Pay the deposit by bank transfer against a written receipt and record the conditions for its return in the contract.

Agent commission. According to the sources there is no statutory scale; the commission is freely negotiable, and only a registered agent with a written agency agreement is entitled to it. For long lets one month's rent plus 19 % VAT is usual (industry guide, June 2025). Who pays is open: according to that guide the landlord normally pays the commission on long lets, and when supply is tight the tenant shares it, sometimes 50:50. Other guides list the commission among the tenant's entry costs (property portal, June 2026). Have the amount, the payer and the VAT confirmed in writing before the viewing.

Running costs. Electricity, water and internet come on top of the rent. A property portal calculates €120–220 a month together, more in summer because of air conditioning; Numbeo gives about €213 for electricity, water and waste for Limassol in October 2026 for 85 m² and €29 for internet. Building service charges come on top depending on the building, and the contract should say who bears them. Other regular costs are described in our article on the cost of living in Cyprus.

Electricity and water in your name. The Electricity Authority of Cyprus (EAC) transfers the connection with a new supply agreement. For that you need the lease, an ID and the consent of the previous customer or a sworn statement. The transfer costs €15 plus VAT. Tenants pay the deposit when the contract is signed; EAC's published table (in force since 2015, no newer version found) gives €200 for non-owners who are Cypriot or EU nationals and €350 for nationals of non-EU countries. For water the district authorities are responsible; in Limassol the lease, an ID and a photo of the meter are enough, in Nicosia a deposit is required whose amount the source does not give. According to our guide to everyday life in Cyprus, internet providers mostly ask for a tax number and the lease.

Renting an Apartment in Cyprus: Worked Example of Moving In to a Limassol Flat

The example works through the less favourable case with the following assumptions:

  • Two-bedroom flat in Limassol, rent €1,450 a month (model value), unfurnished, contract for 12 months.
  • Deposit: 2 months' rent, the upper end of the usual range of one to two months' rent.
  • Agent: the tenant pays one month's rent plus 19 % VAT.
  • Electricity: tenant without an EU passport, not an owner: EAC deposit €350 and transfer €15 plus 19 % VAT.
  • Running costs: €200 a month for electricity, water and internet, within the portal range (€120–220) and below the Numbeo figure of €242 (€213 plus €29).
  • Not included: water deposit, internet set-up and building service charges, because the amounts vary by district, provider and building and we found no reliable source.
StepCalculationAmount
1. First month's rent1 × €1,450€1,450.00
2. Deposit2 × €1,450€2,900.00
3. Agent commission with VAT€1,450 × 1.19€1,725.50
4. EAC depositTable for non-EU tenants€350.00
5. EAC transfer€15 × 1.19€17.85
6. Cash at move-in1,450 + 2,900 + 1,725.50 + 350 + 17.85€6,443.35
7. Multiple of the monthly rent€6,443.35 ÷ €1,4504.44

For the first year the rent and running costs come on top. The deposit comes back after the contract ends if there are no deductions; we count the EAC deposit cautiously as a cost.

ItemCalculationAmount
Rent, 12 months12 × €1,450€17,400.00
Agent commissionas above€1,725.50
Electricity connection (deposit and transfer)350 + 17.85€367.85
Running costs, 12 months12 × €200€2,400.00
Cost of the first year17,400 + 1,725.50 + 367.85 + 2,400€21,893.35
Deposit to be repaid2 × €1,450€2,900.00
Total cash in the first year21,893.35 + 2,900€24,793.35

Spread over the months that is €21,893.35 ÷ 12 = €1,824.45, which is €374.45 or 25.8 % more than the rent of €1,450. The result differs depending on the negotiation:

VariantCash at move-inMultiple of the rentCost in the first year per month
Landlord pays the agent, 1 month's rent deposit€3,267.852.25€1,680.65
Landlord pays the agent, 2 months' rent deposit€4,717.853.25€1,680.65
Tenant pays the agent, 2 months' rent deposit€6,443.354.44€1,824.45

Three adjustments change the total. With EU nationality the EAC deposit falls to €200, which lowers every line by €150. With running costs of €120 a month the cost of the first year is €20,933.35 (€1,744.45 per month), with €242 it is €22,397.35 (€1,866.45 per month). And whoever finds a flat at €2,000, as often seen in listings, needs in the last variant 2,000 + 4,000 + 2,380 + 367.85 = €8,747.85 in cash, 4.37 times the rent.

Renting in Cyprus as a Non-EU Citizen: Lease and Residence Status

We found no rule that forbids third-country nationals from renting. Landlords and agents generally ask for a passport and proof of income (property portal, June 2026). Contractually you stand alone as a non-EU tenant, because according to the law-firm summaries the Rent Control Law protects EU and Cypriot nationals; on top comes the higher EAC deposit of €350. Remote workers who apply for the digital nomad visa need a lease as proof of where they live; the Cyprus digital nomad visa guide sets the rent in each city against the €3,500 net income test.

A tenancy does not create a right of residence; the lease serves as proof of address. EU citizens who stay longer than three months register with form MEU1, within four months of arrival. For non-EU citizens with income from abroad, advisory sites on the temporary residence permit (“pink slip”) name a registered lease, usually for at least a year; holiday lets are not accepted, they say. Which formalities are required for the lease is not clear in October 2026: one Cypriot legal guide (June 2026) still names unstamped leases as a frequent reason for rejection at registration, while another guide from the same firm (June 2026) writes that the stamp falls away in 2026 and certified signatures are what counts. We found no official source on this. Clarify the requirements with the migration authority or a lawyer before signing, and plan for a 12-month term. The conditions for the permit itself are described in our guide to the residence permit for non-EU citizens.

Anyone aiming at permanent residence under Category 6.2 cannot rent for it: it requires the purchase of a new first-sale residential property from €300,000 plus VAT (details in the guide to permanent residence).

Rental Scams in Cyprus: What to Check Before You Sign

In May 2026 a 45-year-old was arrested in the Famagusta region after five people reported that they had paid him money for flats that did not belong to him (Cyprus Mail). In November 2025 the same newspaper reported a rise in fake listings on general classified portals. Typical warning signs are a demand for payment before a viewing, photos taken from other adverts, a contact who changes number and a viewing at which nobody appears.

  1. Clarify ownership: Ask to see proof of ownership (title deed) and the landlord's ID, or a written power of attorney from the owner, before any money changes hands.
  2. Check the agent: Ask for the licence number and check it yourself with the Real Estate Registration Council.
  3. Viewing: Pay nothing before you have seen the flat, not even a “reservation”.
  4. Contract content: In writing, in a language you understand, with the term, the rent, the deposit with its return deadline, the notice period or exit clause, a cap on increases, and who is responsible for building service charges and small repairs.
  5. Record the condition: An inventory list with dated photos and electricity and water meter readings at move-in. They are the evidence in a dispute over the deposit.
  6. Alterations: If you install, for example, an air conditioner at your own expense, agree a rent reduction or a waiver of removal in the contract.
  7. Payment route: Rent and deposit only by bank transfer with a receipt, never in cash to strangers.

Rent First, Buy Later: When the Switch Makes Sense in Cyprus

Many tenants plan to buy later. Whether the switch pays depends on the city and the property: for resale flats in Limassol, Nicosia and Larnaca renting and buying cost about the same per month, buying is roughly level after five years and clearly ahead after ten. In Paphos and for new-builds with VAT, renting is cheaper. The calculation is in our article Rent or buy in Cyprus 2026. If you would like to look at flats in a city already, you will find the offer for apartments in Limassol.

Frequently Asked Questions About Renting in Cyprus

Only if the landlord agrees. Without that agreement the deposit is meant as security for damage and arrears, and the last month's rent is due in full.

A landlord can deduct lost rent and the time until a new tenant is found from the deposit, unless the contract contains an exit clause. A clause with a fixed notice and a fixed amount avoids disputes.

We found no such deadline in the sources. Write a concrete deadline after handover of the flat into the contract and ask for a statement of account when you leave.

According to a property portal (June 2026), furnished flats cost about 5–15 % more than unfurnished ones. At €1,450 that would be €72.50–217.50 a month. Check whether an inventory list is part of the contract.
