Cyprus vs Malta: Where to Move and Where to Buy Property in 2026

7 min read20 October 2026

Short answer: for a non-EU buyer who wants residence through property, Cyprus is the cheaper way in. Category 6.2 takes about €318,900 in cash, while Malta's permanent residence programme takes about €499,000–503,000, of which €124,000–128,000 goes on tax, fees and contributions and never comes back. For an owner who wants to let a flat, the same €300,000 earned about 3.8% net a year in Cyprus and about 2.4% in Malta in the worked example below (asking-price yields and rules as of October 2026). Malta offers Schengen membership, English as an official language and a compact, walkable island. Cyprus offers more space, lower entry costs and a lighter tax on rent, so the better island depends on the buyer's passport, budget and plan for the property.

Moving to Cyprus or Malta as a non-EU buyer: what each residence route costs

Myth: a property purchase in Malta works like Category 6.2 in Cyprus, only dearer. In Malta, a non-EU buyer outside a Special Designated Area first needs an Acquisition of Immovable Property permit, and residence comes only from a separate programme whose payments buy no property at all.

In Cyprus, Category 6.2 has applied since 2 May 2023. It needs a new first-sale residential property of €300,000 plus VAT, income from abroad of €50,000 a year (plus €15,000 for a spouse and €10,000 per child or student), no salaried work in Cyprus and one entry every two years. It has no Schengen requirement. Our Category 6.2 guide has the details. In Malta, the permanent residence programme requires a qualifying property of €375,000 (or rent of €14,000 a year), held for at least five years, assets of €500,000 including €150,000 liquid (or €650,000 including €75,000 liquid), a €60,000 administration fee, a €37,000 contribution, a €2,000 donation and health insurance. Figures are from the Residency Malta Agency's current fee schedule. There is no minimum stay, and law-firm summaries say holders may travel in Schengen for 90 days in any 180. Investor citizenship is gone on both islands: Cyprus closed its programme, and the EU Court of Justice ruled against Malta's on 29 April 2025.

Letting matters as much as the entry price. Law-firm guidance from 2024 says a property bought on an Acquisition of Immovable Property permit cannot be let, Special Designated Areas fall outside that permit regime, and owners under the residence programme may let while abroad (law-firm summary, 2025). In Cyprus, a non-EU buyer needs Council of Ministers permission, normally for one property (how to buy as a foreigner). Check which Malta regime applies before you sign the promise of sale.

Buying property in Cyprus or Malta: purchase costs, prices per m² and what €300,000 buys

In Cyprus, a resale pays the transfer fee (3%, 5% and 8% bands with the 50% reduction currently applied) and a new-build pays VAT instead, never both; legal fees run at about 1% plus VAT. See the Cyprus cost breakdown. In Malta, stamp duty is 5% of the higher of price and market value (1% at the promise of sale, the rest at the deed), the notary charges 1.5–2.5% (a law-firm range; agencies quote 1–2.5%), searches and registry cost about €582, and the seller normally pays the agent. The first-time-buyer exemption, made permanent in 2025, needs a sole residence, so an investor does not get it. Per a Maltese law firm's table, an EU citizen needs no permit for a primary home in Malta, but needs one for a second home unless resident for five continuous years; the minimum value for a flat is €174,274 under the 2024 notice, indexed yearly.

Neither island publishes an official €/m² series that can be compared, so use the next figures as orientation. In our own Cyprus new-build inventory on 30 July 2026, the median asking price was €3,418/m² in Paphos and €4,037/m² in Limassol. For Malta, the NSO publishes locality levels (Sliema flats 61% and St Julian's 57% above the national average in 2025, Gozo about 30% below), while euro figures come from agency guides that do not name their data: about €3,300/m² nationally, €4,500–6,500 in Sliema and St Julian's and €2,000–3,200 in Gozo, in 2026 asking prices. One guide says sales close 10–15% below asking. Dividing €300,000 by these figures gives about 88 m² in Paphos and 74 m² in Limassol, against about 91 m² at the Maltese average, 46–67 m² in Sliema and St Julian's and 94–150 m² in Gozo.

Worked example: a €300,000 flat in Cyprus and in Malta, from purchase to net yield

Assumptions: a resale flat bought for cash; the owner has no other income taxed on the island; one month a year empty; running costs of €110 a month on both islands (Cyprus from our rent-or-buy model, Malta assumed equal because we found no sourced figure); no letting agent; home-country tax ignored. Rent is the Q1 2026 gross yield applied to €300,000, which gives €1,220 a month in Cyprus and €980 in Malta.

Net income€11,744€7,843€10,087
Net yield on outlay3.76%2.44%3.14%

Cyprus nets 3.76% and Malta 2.44%. About 0.7 points of the gap come from lower Maltese rents, and about 0.6 points from the 15% tax on gross rent (€1,657 a year more than in Cyprus) plus €9,112 of extra entry costs. The Cyprus result is the favourable case: an owner whose other Cypriot income already fills the 0% band pays 20% on the €10,736 (€2,147), which cuts the net yield to 3.07%, close to Malta's 3.14% at equal rent. The health contribution applies to residents, so a non-resident owner may not pay it. For the tax rules behind the Cyprus lines, see our real estate tax guide. A new-build changes the Cyprus entry cost: VAT adds €15,000 at 5% or €57,000 at 19%, and no transfer fee applies.

Exit costs differ in structure. If either flat sells for €360,000, Malta's seller tax is 8% of the price, or €28,800 (5% if sold within five years; the agent's fee is deducted from the base). Cyprus taxes 20% of the gain after the €30,000 lifetime exemption: €360,000 − €312,470 = €47,530, minus €30,000 leaves €17,530, so €3,506. That ignores inflation indexation and selling costs, so treat it as an upper estimate.

Living in Cyprus or Malta: income tax, healthcare, space and climate

  • Income tax. Cyprus taxes residents at 0% to €22,000, 20% to €32,000, 25% to €42,000, 30% to €72,000 and 35% above; foreign pensions pay 5% above €5,000. Malta's 2026 scale for a single resident is 0% to €12,000, 15% to €16,000, 25% to €60,000 and 35% above. A new resident in Cyprus is exempt from special defence contribution (dividends, interest) until domiciled, which takes 17 of the last 20 years; in Malta, a resident non-domiciled person pays tax on foreign income only if it is remitted. Malta's 15% regime on remitted income, with a €15,000 minimum tax, is being replaced from 1 January 2027 by a programme with higher thresholds, and we found no published amounts.
  • Healthcare. GeSY in Cyprus needs habitual residence and a beneficiary category (see the GeSY guide). Malta's public care follows social-security entitlement; non-EU residents are expected to carry private insurance, and the residence programme requires it.
  • Space and climate. Malta's density is about eleven times Cyprus's. July highs average about 32°C at Luqa and about 30°C at Paphos airport, with 365–390 sunshine hours on both, so summer does not separate them.
  • Safety. Eurostat counted 2 recorded homicides in Malta and 10 in Cyprus in 2023, two of the EU's three lowest totals (Luxembourg had 4); the numbers are too small to rank.

Cyprus or Malta: questions buyers ask next

No on either island as of October 2026. Cyprus naturalisation needs 7 of the last 10 years plus 12 continuous months of residence. Malta's route is discretionary citizenship by merit for an exceptional contribution, with at least eight months of residence before applying (law-firm summary).

In Malta, a promise of sale is customarily valid for three months (90 days if silent), the notary holds a 10% deposit, and the deed follows within about 3–6 months. A Cyprus resale typically takes 2–4 months from signing. New-build timing depends on delivery.

Asking prices are lower (about €2,000–3,200/m², and NSO puts flats about 30% below the national average), but Global Property Guide shows a 3.74% gross yield in Gozo against 4.10% on the mainland for Q1 2026. Confirm the stamp duty rate for Gozo with a notary, since sources conflict.

It may. The budget is due on 26 October 2026, and measures often take legal effect later through an implementing act. The relief for transfers of old, vacant or conservation-area property is written to expire on 31 December 2026 unless extended.

The island where the property stands taxes the rent, and your home country may tax it too, usually with a credit or exemption under a double tax treaty. We have not checked individual treaties, so ask a tax adviser before you buy.
