Utilities in Cyprus: Electricity, Water, Internet and Mobile for a New Owner, With a Full Monthly Budget

9 min read17 October 2026

A two-bedroom apartment for a family of three costs about €193 a month in utilities, and about €303 once community, waste and sewerage charges are added (as of October 2026). Electricity is the only line that moves much: it costs the household about €75 a month in March and April and about €148 in July and August. Many guides still quote about 10 cents per kWh, the base of an older tariff sheet; a 2026 bill works out at roughly 33 cents once the fuel adjustment, network charge and VAT are added. Opening the accounts takes a few forms and a few days, but nothing transfers automatically with the property, and the order in which you start them decides whether you have power, water and a connection on the day you move in.

Who Supplies Utilities in Cyprus and How Each Bill Arrives

Four services matter for a new owner, each with its own provider and billing rhythm. The Electricity Authority of Cyprus (EAC) supplies households on the regulated tariff and runs the network, so connections and faults go through it. A competitive supply market opened on 1 October 2025; this article prices the EAC household tariff as the regulated reference. Water comes from the district local government organisations (EOA), which took over from the old town water boards and each keep their own tariff. Internet and mobile are private contracts; Cyta, Epic, Cablenet and PrimeTel are the main operators. Electricity is billed every two months, water every four months in Limassol and every three in Larnaca, internet and mobile monthly.

Opening an Electricity Account: Documents, Deposit and the First Bill

The supply does not follow the property. The new customer signs a new supply agreement and the previous customer's agreement ends; if the seller or former tenant cannot be reached, you declare in writing that they have left. EAC takes the application by email with scans or in person at a customer service centre. For an individual it asks for a title deed (at least a half share), a sale contract or a valid rental agreement, plus an ID card, passport or alien registration certificate. Its published list does not mention a Cypriot tax number. A certified power of attorney is accepted for up to five years. The title deed guide explains the document both EAC and the water organisation ask for.

A tenant pays the deposit when signing and an owner pays it on the first bill; EAC refunds it on the final bill after unpaid amounts are deducted. EAC's deposit table dates from 1 January 2015. A 2026 guide that checked it reports €75 for an owner, €200 for a tenant who is a Cypriot or EU citizen and €350 for a non-EU tenant. EAC's page does not show the amounts as text, so confirm them when you apply. A change of name costs €15 plus VAT.

A first connection starts with an application to EAC's distribution unit; you can sign the supply agreement one to five days before the wiring inspection and present the inspection date form with the service point number. In a new building, ask the developer which steps are already done. EAC gives 3 to 6 working days for a new connection or meter installation. The first bill can take up to two months, and an estimated reading can be corrected with the actual one by phone or online form.

What Electricity Really Costs per kWh: the Components Behind the Bill

The figure that circulates is 10.34 cents per kWh. It comes from a tariff sheet built on a base fuel price of €300 a tonne. EAC's worked example published in May 2026 uses a base of €600 a tonne, and the energy charge in it is 17.89 cents. The household bill (tariff code 01, single rate) is made of these lines.

Bill lineRateNote
Energy charge17.89 c/kWhEAC example, May 2026
Network charge3.93 c/kWhAncillary services show as 0 in the same example
Fuel adjustment8.0151 c/kWhBi-monthly reading in October 2026; changes every month
Public service obligation0.051 c/kWhEffective since 1 January 2025
Renewable and energy-saving fund0.5 c/kWhOutside VAT; rate as printed on a 2026 bill
Meter data management€0.94 per billFixed
Supply charge€8.00 per billFixed
VAT5%On every line except the fund, from 1 May 2026 to 31 March 2027

The unit rates add up to 29.8861 cents before VAT, plus 0.5 cents for the fund, plus €8.94 per bill. Over a year of 3,600 kWh that is about 33 cents per kWh all-in. The fuel adjustment follows the weighted fuel price of the month: EAC's table gives 2.3796 cents for May bills and 8.0151 cents for October bills. At May's level the same year of use would cost €991.00 instead of €1,204.03.

The two-rate tariff (code 02) used to reward night use. In the May 2026 example its energy charge is 17.94 cents from 09:00 to 23:00 and 17.86 cents from 23:00 to 09:00, a gap of 0.08 cents with identical fixed charges, so moving consumption to the night saves almost nothing.

Water Bills in Cyprus Depend on the District Organisation

In Limassol, EOA Lemesos bills every four months. Each bill carries a fixed charge of €16.00 and a maintenance charge of €6.00, then €0.90 per m³ for 1–40 m³, €1.43 for 41–80, €2.45 for 81–120 and €5.00 above 120, plus 5% VAT, and a sewerage usage fee of €0.64 per m³ on the same bill. Larnaca bills quarterly: €10.35 fixed and €7.50 maintenance, €1.05 per m³ up to 30 m³, €1.40 up to 60, €1.65 up to 90 and €2.55 above, plus 5% VAT and €0.50 per m³ for sewerage. A garden or a pool pushes a household into the top bands.

For Nicosia, one 2026 guide reports bi-monthly bills and an €11 fixed charge. For Paphos no current domestic tariff could be confirmed, because the organisation's tariff page is undated and its units are unclear; ask EOA Paphos for the schedule in writing before you budget.

In Limassol an owner pays a €50 deposit and a tenant €250. To put an existing meter in your name you send the transfer form with the title deed or sale agreement (a tenant the rental agreement) and a photo of the meter reading, and the previous holder's balance must be settled. A new meter costs €210 including VAT; no installation time is published, and an older board FAQ gave two to three weeks. Where a building has a central meter, the organisation is responsible up to and including it and the management committee beyond it, so common-area water belongs to the community charge.

Internet in Cyprus: Fibre Speeds, Monthly Prices and Installation Time

An industry guide from July 2026 puts fibre to the premises at about 95% of homes, so most urban apartments can choose between several operators. These are the prices on the operators' own pages in October 2026, all including VAT.

OperatorPlan (download / upload)Monthly priceOne-off costs and terms

Cablenet300 Mbps / 30 Mbps€2212 months
Cablenet1 Gbps / 50 Mbps€0 for 6 months, then €3024 months; activation €30; installation normally €150, currently waived

Promotional prices expire, so ask for the price after the promotion and the minimum term; Cablenet's page says a change of address or ownership ends its promotion. Operators advertise same-day activation where the building is already wired. Allow up to about two weeks otherwise, and in an apartment block the technician may wait for the management committee to grant access to the riser.

Mobile in Cyprus: Prepaid SIM, Contracts and What a Foreigner Needs

Prepaid numbers must be registered to a verified identity before they work, under rules in place since late 2025. EU citizens register with a national ID card or passport and non-EU citizens with a passport; without a passport it happens in a shop. Online registration needs a photo of the document and a selfie. In-store registration is required when the user is not the owner of the number or the owner is a company.

For regular use a postpaid plan costs less per gigabyte. Cablenet's page lists 5G Unlimited at €15 a month on a 12-month contract with a €5.99 activation fee, prices including VAT. Operators typically ask for an ID or passport and an address; guides report that some also want a card or a Cyprus bank account, so ask first. The everyday life guide covers opening the bank account that standing orders and direct debits run from.

Worked Example: a Monthly Utility Budget for a 2-Bedroom Apartment

The example is a new-build two-bedroom apartment in Limassol, three residents, no pool, lived in by the owner. Each input is sourced above or marked as an assumption.

  • Electricity use (assumption): 3,600 kWh a year, which is 600 kWh per two-month bill, the reference household the regulator CERA uses. The seasonal split is 640, 440, 480, 900, 700 and 440 kWh, with the peak in July and August for air conditioning.
  • Rates: the table above, with October 2026's fuel adjustment applied to all six bills.
  • Water (assumption): 150 litres per person per day, the estimate quoted by a senior Cyprus water official, gives about 165 m³ a year for three people, split 48, 66 and 51 m³ across the three four-month bills.
  • Internet and mobile: Cyta 200 Mbps at €33 and two Cablenet postpaid plans at €15 each.
  • Community, waste, sewerage levy and municipal charges (assumption): €110 a month, the figure in our rent or buy model (a range of €935–1,650 a year).

Water, Internet, Mobile and Community Charges

Water follows the Limassol tariff: 48 m³ is 40 × €0.90 = €36.00 plus 8 × €1.43 = €11.44, and the other two bills are built the same way. VAT applies to the water charges including the fixed ones; the sewerage usage fee is assumed to carry none.

Electricity runs at about €74.83 a month in March and April and €148.16 in July and August. With water for the matching four-month bills (€25.91 a month for January–April, €35.55 for May–August), the monthly figure is about €274 in spring and €357 in summer with the community charge, or €164 and €247 without it. Each extra 100 kWh on a bill adds €31.88, so a pool pump or electric heating shows up quickly. Each additional point of VAT adds about €11.30 a year, and the 5% rate ends on 31 March 2027. Start-up costs come on top: about €206 (€75 EAC owner deposit, €50 water deposit, €69 Cyta connection, 2 × €5.99 mobile activation) plus EAC's €15 plus VAT.

Moving-In Order: Which Utility Account to Open First

  1. At handover: ask for the service point number, meter numbers and a photo of each meter reading, and test sockets and taps during the snagging inspection.
  2. Electricity first: book the inspection, sign one to five days before it and allow up to six working days for the meter.
  3. Water next: send the transfer or new-meter form to the district organisation with your title deed and ID; with a central meter, ask the committee how each flat is billed.
  4. Internet as soon as the address is confirmed: installation can take up to two weeks and may wait for building access.
  5. Mobile: register the prepaid SIM before activation, or take the postpaid contract.
  6. Billing: switch on e-billing and direct debit, and keep the first bills as proof of address.
  7. Living abroad: if you are not resident, a property management company can hold the accounts and pay the bills; the cost of living guide sets them in a wider household budget.

Yes for electricity. EAC accepts card payment on its website, in its app and on any bank's website, cash or card at Cyprus Post counters (full amount only), payment at an EAC customer service centre, and SEPA direct debit from an account at a bank in the European Economic Area. Check the water organisation's payments page for your district.

EAC charges interest of 4.00% a year from the due date until payment. EOA Lemesos states that water supply may be disconnected without further notice if a bill is unpaid after the due date. EAC's FAQ says a reconnection takes place the next working day at the latest.

Yes, the fixed charges run while the account is open. In the example that is €8.94 per two-month electricity bill, about €56 a year with VAT, and €22.00 per four-month water bill, about €69 a year with VAT. Closing the account stops them, and EAC refunds the deposit on the final bill.

A competitive market opened on 1 October 2025, so licensed suppliers exist. CERA's consumer guidance says suppliers may not impose disproportionate obligations that stop you switching and that the final clearing account from your old supplier arrives within six weeks. EAC still runs the network, so faults and connections stay with it.

Either works. Accounts in the tenant's name carry tenant deposits (EAC €200 or €350, EOA Lemesos €250) and need a transfer, at €15 plus VAT with EAC, at every change of tenant. Accounts in your name avoid that but the lease must say who pays. Take dated meter photos on every move-in and move-out.
